Campus Master Planning and Construction



Reporting to the Vice President of Finance & Administration, the Director for Capital Projects is responsible for the effective management of capital construction and renovation projects in support of the University's campus master plans and its goals for institutional development through the physical environment. The Director directs all aspects of construction projects in consultation with key campus stakeholders and the university's executive management team and supervises the Office of Capital Projects staff. This position also serves as a consultant in forecasting future trends, recommending strategies, and implementing construction programs and projects.



  • Develops guidelines and standards for appropriate construction management and represents the university during capital construction projects.
  • Assigns personnel to oversee and direct construction projects. Assists with their activities as needed.
  • Develops project budgets that are consistent with university goals and objectives including preparing budgetary cost estimates, expenditure timeline and funding sources. Obtains the necessary approvals to plan, permit and establish projects.
  • Monitors and controls budgets and schedules for construction projects and approves all applications for payments relating to construction projects.
  • Interprets the RFP procedure for consultants as required by the university and participates in the selection process. Coordinates, negotiates and submits agreements and contracts for all construction projects to the Vice President for Finance & Administration.
  • Coordinates the review process of plans and specifications developed by consultants. Serves as a team member for approval of proposed changes to projects within the approved budget. Assists with development, implementation and monitoring of commissioning plans.
  • Manages the development and maintenance of design and construction standards, including developing and implementing quality control plans.
  • Interprets requirement for and laws regarding physical planning issues and determines specifications for all construction projects, ensuring the project supports and enhances the intended educational environment.
  • Oversees the collection and compilation for each project appropriate documents to include specifications, drawings, and related correspondence. Assures the development and maintenance of the project filing systems and management information systems.
  • Oversees electronic management of documents related to construction activities.
  • Prepares a variety of reports for the university's leadership team and advises the Vice President for Finance & Administration on the progress of all construction projects.
  • Manages the development and implementation of design and construction work processes and procedures manuals; assists in the development of training and mentoring programs.
  • Collaborates with the AVP for University Operations related to building maintenance and emergency planning/business continuity to effectively manage or mitigate building disruptions.
  • Assists the Vice President for Financial Affairs as a resource to the Facilities Committee of the Board of Trustees.
  • Responsible for other reasonable related duties as assigned.


Minimum Qualifications:

  • Eight years of experience managing capital projects and in construction management
  • Knowledge of building construction materials, methods, practices, building code requirements, and various government regulatory policies, rules and regulations required
  • Ability to read and comprehend documents such as CAD drawings, safety rules, operating and maintenance instructions, and procedure manuals
  • Valid unrestricted Driver's License
  • Successful completion of employment and criminal background checks is required.


  • Bachelor's degree in Architecture, Engineering, Construction Management or Project Management.
  • Master's degree is preferred.


Preferred Experience:

  • Working in campus construction and planning at an educational institution, hospital, or similar campus environment.
  • Demonstrated knowledge of construction practices, uniform building and life safety codes, ADA/TAS, engineering principles, construction performance standards and OSHA requirements.
  • Experience with project cost estimating and scheduling.
  • Experience with building design and construction.
  • Experience in project management on a broad range of major capital and development projects.
  • Experience in working collaboratively and effectively with widely diverse constituent groups.
  • Experience with procurement processes, environmental laws, and applicable state laws in Texas.
  • Must possess strong written and verbal communication skills and maintain positive working relationships.
  • Ability to comply with workplace guidelines and attendance requirements. Lifting objects up to 50 pounds, climbing stairs, ladders or scaffolding may be necessary.
