Accounts Payable Supervisor

Overview
Reports to the Director of Procurement and Disbursement Services and is responsible for managing the day-to-day disbursement operations ensuring compliance with University policy and state and federal regulations. Serves as a key member of the team in support of all university enhancement projects for disbursements and other related initiatives. This position may be considered essential in the event of a campus emergency.

Essential Responsibilities

  • Manages Accounts Payable staff and associated functions, including the weekly check run and transmission of Positive Pay and ACH files to the identified banking institution.
  • Receives and verifies invoices for goods and services, including the review of approval signatures, supporting documentation, and funding account codes.
  • Fosters collaborative relationships, engagement, and opportunities to enhance awareness of departmental and program initiatives and identify improvements to operational processes and procedures.
  • Develops, implements and maintains policies and procedures.
  • Hires, trains, supervises and evaluates Accounts Payable staff.
  • Ensures that all financial deadlines regarding accounts payable are met for month-end, quarter-end and year-end financial closings.
  • Understands and interprets federal, state, local and institutional policies, procedures, and regulations related to
  • Accounts Payable transactions, including IRS form W-9.
  • Prepares and distributes annually the Internal Revenue Service Form 1099 MISC and associated reports.
  • Prepares and distributes annually the Internal Revenue Service Form 1042 for certain payments made through
  • Accounts Payable.
  • Maintains a thorough understanding of the Banner Finance system and the reports related to Accounts Payable.
  • Assists with testing of all Banner Finance upgrades/enhancements (BDMS, External feeds to Banner, testing and training campus, etc.)
  • Interacts with internal and external auditors and participates in occasional auditing projects or provides information and access to accounting records.
  • Performs other job-duties as assigned.

Education and Experience

  • Bachelor's degree preferred in any financial discipline (accounting, business, etc.).
  • Experience working in central office position at an educational institution, hospital, or similar campus environment;
  • Banner experience a plus.
  • Demonstrated knowledge of disbursement regulations and reporting requirements (1099, 1042S, Sales and use tax, etc.).
  • Experience in working collaboratively and effectively with widely diverse constituent groups.
  • Strong organizational skills; ability to work under minimal supervision and make independent decisions.
  • Experience with procurement processes and applicable state laws in Texas.
  • Must possess strong written and verbal communication skills and maintain positive working relationships.
  • Must have a valid Texas driver's license and be insurable by University insurance carrier.
  • Ability to comply with workplace guidelines and attendance requirements.
  • Lifting objects up to 15 pounds may be necessary.
  • Successful candidate must complete an employment and/or criminal background check.
